Liveable Streets – A High-Quality Public Service Attracting Talent and Tourism
June 12 2026 - The Hong Kong Institute of Urban Design returned to the Chief Executive's Policy Unit to further discuss progress on the Manifesto with Deputy Head, Nicholas KWAN and his colleagues. HKIUD Representatives Barry WILSON and Francis CHEUNG were joined by endorsing organisations: Urban Renewal Authority - Lawreence MAK, Director, Planning & Design; Lan Kwai Fong Group - Gordon CHEUNG, CEO and Bill LYKOURAS, Design Principal; and Ada SUEN, Hong Kong Land, Senior Corporate Communications Manager.

The Manifesto has been prepared for submission to the Chief Executive of the Hong Kong Special Administrative Region for consideration in the coming Policy Address and with regards to preparation of the new 5 Year Plan for Hong Kong. It makes the economic case for more effective utilisation of existing street space in Hong Kong, together with the delivery of higher-quality standards to better serve civic needs, retain talent and attract tourists in line with international best practice. A three-point plan is proposed: - A Vision for Streets; A Task Force for Streets; and An Action Plan for Streets.
The Manifesto has been drafted in collaboration with a wide variety of contributors and stakeholders over a three year period and reflects the outcomes from experiential urban research, an international conference, plus a number of working groups and discussion sessions. HKIUD welcomes further endorsement from interested societal organisations.
